Mr. James R. Folsom received his Juris Doctorate degree from St. Mary's University and has been in continuous practice of law since 1969. He worked his way from traffic court (City of San Antonio) through three separate District Attorney's Offices (Bexar County, Nueces County, and New Castle County) to a position as the first Assistant Federal Public Defender assigned to the State of Delaware. Mr. Folsom has practiced in the courts of Texas, Delaware, and Pennsylvania, in various United States District Courts, in the Third and Fifth Circuit Courts of Appeals, as well as in the United States Supreme Court. Criminally, he has prosecuted and defended every type of case from jay-walking to murder, including the more complicated federal crimes such as RICO and money laundering. He is currently in private practice in Wilmington, Delaware.
